Sweden Launching Official National Quantum Strategy to Drive Commercial Scaling and Security Through 2036

Sweden´s National Quantum Strategy

On August 18, 2026, the Swedish Ministry of Education and Research (Regeringskansliet) officially published “Sveriges strategi för kvantteknikområdet” -Sweden’s official National Quantum Strategy. Setting an overarching policy, infrastructure, and commercial roadmap through 2036, the document establishes a national framework designed to bridge the gap between Sweden’s world-class academic research and commercial industrial deployment.

Instead of launching isolated funding silos, the strategy prioritises systemic coordination across universities, government bodies, and industrial sectors. By leveraging existing research anchors, such as the Wallenberg Centre for Quantum Technology (WACQT) at Chalmers University, the initiative connects cutting-edge science with market readiness, defence capability, and European technological sovereignty.

THE FIVE STRATEGIC PILLARS

  1. Research, Innovation, and Industrial Leadership
    Focuses on converting basic science into commercial scaling. The strategy improves open access to critical research infrastructure, cleanrooms, and testing facilities—such as MAX IV and the European Spallation Source (ESS)—while encouraging private investment to bridge the deep-tech “valley of death”.
  2. Workforce Development and Talent Attraction
    Addresses the global shortage of specialized quantum engineers through industrial PhD programs, targeted postdoctoral fellowships, and international recruitment frameworks alongside the Swedish Centre for Quantum Technology.
  3. National Ecosystem Coordination
    Establishes clear coordination mechanisms between research, startups, and established enterprises. By utilizing excellence clusters and innovation hubs, Sweden aims to lower adoption thresholds for industry end-users across automotive, telecommunications, healthcare, and defence.
  4. Quantum Cybersecurity and Research Security
    Directly addresses emerging national security threats. In line with EU guidelines targeting critical infrastructure transition by 2030, the strategy mandates post-quantum cryptography (PQC) readiness for public agencies and critical infrastructure. It also enforces research security, export controls, and foreign investment screening to safeguard sovereign intellectual property.
  5. International Alliances and Supply Chain Resilience
    Recognizes that single-nation quantum self-sufficiency is unfeasible. The roadmap emphasizes Nordic-Baltic working groups, active participation in the European Quantum Act and EuroQCI initiatives, and values-aligned transatlantic security partnerships.

IMPACT ON THE EUROPEAN DEEP-TECH ECOSYSTEM

Sweden’s strategy demonstrates a mature shift toward capability-led adoption. Rather than focusing solely on basic discovery, Sweden aligns its quantum ambitions with industrial applicability, critical infrastructure defence, and cross-border European cooperation.
