Quantum technologies are rightly recognised in the High-Tech Agenda Germany (HTAD) as a strategic pillar for Germany’s and Europe’s technological sovereignty, competitiveness, and future value creation.
More about HTAG’s €18 bn investment plan until 2029: Full Article
Following a dedicated industry workshop held on 1 December 2025 in Munich, QBN captured and synthesised the perspectives of the German quantum industry on the quantum chapter of the HTAD and translated them into a Position Paper to inform the upcoming roadmap processes.
The paper underscores that the HTAD provides a clear strategic orientation by appropriately identifying quantum computing, quantum communication, quantum sensing, and skills development as priority areas. It also outlines key focus areas for the next phase, including the industrialisation of quantum technologies, coherent testbed and piloting structures, stronger alignment with European initiatives, a broader talent strategy beyond academia, and clearer governance and coordination across federal, regional, and European levels.
Rather than introducing new strategies, the Position Paper presents concrete, actionable recommendations on how existing strengths can be leveraged more effectively to create scalable applications, resilient value chains, and long-term economic impact. It serves as a constructive contribution to the HTAD roadmapping process and as a valuable reference for stakeholders across industry, research, and policy.
The full Position Paper provides comprehensive insights and recommendations drawn directly from industry discussions.
QBN would like to sincerely thank all industry representatives who contributed their time, expertise, and perspectives during the workshop, as well as the authors involved in drafting the Position Paper.
