Munich, May 27, 2026 — Following the official launch by the Federal Ministry of Education and Research (BMFTR), the Quantum Business Network (QBN) welcomes the publication of the new Quantum Technologies Roadmap for the Hightech Agenda Deutschland (HTAD). The framework marks a critical shift toward industrial scaling, though industry leaders emphasize that execution will determine Germany’s long-term technology sovereignty.
While Germany excels in fundamental quantum research, laboratory excellence must now translate into industrial value creation. The new roadmap addresses this by aligning public funding with commercial priorities to secure European competitiveness.
Key Pillars of the National Quantum Roadmap
The BMFTR framework focuses on four strategic areas vital to industrial competitiveness:
- Commercial Application: Shifting focus from technical benchmarks to verifiable quantum advantage in industrial use cases.
- Complete Supply Chains: Building resilient European value chains for critical sub-components to eliminate external dependencies.
- Workforce Scaling: Training engineers and software developers with practical, market-ready skills beyond academia.
- Agile Execution: Utilizing the new “Hightech Spaces” to eliminate ecosystem fragmentation.
Industry Analysis: Moving Past the Laboratory
The roadmap provides a solid foundation, but structural execution remains critical. Historically, excellent domestic research has often been commercially exploited abroad. To reverse this trend, Germany must pivot toward market-driven scaling, agile public procurement, and keeping intellectual property and manufacturing within European borders.

QBN’s Strategic Role in Shaping National Policy
As the business-driven platform for the quantum industrial sector, QBN has actively shaped this roadmap to ensure policy aligns with corporate, startup, and investor realities. This continuous involvement includes:
- December 2025 Industry Workshop: Convening key ecosystem players to consolidate market requirements and identify structural bottlenecks.
- Official Position Statement: Delivering a clear, industry-led blueprint directly to policymakers regarding the HTAD.
- Ongoing Government Consultation: Participating in the BMFTR’s core roadmapping sessions alongside continuous, high-level strategic dialogue with government officials to advocate for commercial priorities.
With the public consultation now open, the success of the Hightech Agenda depends on how effectively government and industry collaborate to execute these targets and challenge the status quo.
