The European Commission has unveiled its White Paper for European Defence – Readiness 2030, presenting a clear and coordinated approach to strengthening Europe’s defence and industrial preparedness in the face of rising geopolitical uncertainty.
The paper calls for greater self-reliance in defence, urging EU Member States to invest jointly and strategically in strengthening capabilities, improving military mobility, and addressing critical gaps. It also highlights the need to support Europe’s defence industry in producing at the necessary speed and scale to meet current and future demands.
For the Quantum Business Network (QBN) community, the white paper is of particular relevance. By identifying quantum technologies—alongside AI—as key to accelerating the transformation of European defence, the Commission signals that deep tech innovation will play a central role in building readiness and resilience. This opens the door for quantum businesses to contribute to a more secure and technologically advanced Europe.
At the core of the plan is the ReArm Europe initiative, which aims to mobilise up to €800 billion through a mix of national funding flexibility, a new €150 billion EU loan instrument (SAFE), and support from the European Investment Bank Group. These resources will help Member States invest in essential capabilities—such as missile defence, cybersecurity, and next-generation systems—while also supporting industrial growth, job creation, and regional development.
The white paper reaffirms the importance of spending better, together, and with a clear European focus. It provides a framework for Member States to prioritise European companies and technologies as part of a shared commitment to security, stability, and economic resilience.
